| With the continuous progress and development of the Chinese economy and society,the improvement of medical technology and people’s quality of life,the life expectancy of people is constantly increasing,and the problem of population ageing in our country is gradually increasing,the number of old people is increasing year by year.According to the United Nations report,the number of China’s elderly population is expected to peak in 2040,accounting for 30 percent of the total population.The number of the elderly is expected to reach 480 million by 2050.The problems brought about by the population ageing are prominent and severe,the problem of providing for the aged is urgent to be solved,and it also brings more challenges for the healthy development of Chinese society and economy in the new era.In view of our country’s current home-based old-age care model can be roughly divided into three ways: home-based old-age care,institutional old-age care and community-based home-based old-age care.However,with the development of the economy and the progress of the times,the single traditional mode of providing for the aged can not meet the diversified needs of providing for the aged,and with the change of family structure and the increase of the pressure of providing for the aged,in order to meet the multi-level needs of the aged,the traditional mode of home-based endowment and institution-based endowment is facing many challenges in the new era,community-based home-based endowment model is more in line with our national conditions of the optimal endowment model.Using the methods of literature,case studies,theory and practice,and the basic ideas of Marxist theory,this paper is based on the national conditions of the Chinese population ageing,this paper expounds in detail the main problems existing in the development of community home-based care for the aged in the new era in China,and analyzes the reasons for the problems existing in the development of community home-based care for the aged,from the perspective of government,market,community and family,this paper puts forward some countermeasures and suggestions for the healthy development of community home care service for the aged in the new era in China.This paper is mainly divided into five parts:The first part: Introduction.This part is composed of the background and significance of the topic,the review of research at home and abroad,research methods and research ideas,as well as the innovation and shortcomings of the paper.The second part: This part mainly discusses the related concepts of community home-based care for the aged and the theoretical basis of Marxism,hoping to provide ideological support for community-based home-based care for the aged.The third part: The third chapter of the paper is the exploration of the community home-based elderly care model,which is divided into three parts: Shanghai community embedded elderly care service,Nanjing time bank mutual assistance elderly care model and Taikang Life’s "medical care combined" elderly care model,and then summarizes the experience of its development model,so as to provide countermeasures and suggestions for the community home-based elderly care service in China in the new era.The fourth part: This part mainly discusses the existing problems and reasons of Chinese community home-based elderly care services.The problems are mainly divided into four parts: insufficient government supply,lack of power in market supply,insufficient grass-roots community service capacity,and weakening of family elderly care function.The reasons are the inaccurate government positioning,imperfect security mechanism,weak market profit,lack of a perfect talent introduction mechanism,narrow source of funds for community services,and inadequate publicity,lack of family pension support in four parts.The fifth part: This part discusses the countermeasures to improve the home-based elderly care service in China.It is mainly divided into the following five parts: strengthen the leading role of the government,stimulate the vitality of the market,improve the professionalism of community services,strengthen the responsibility of family supply and the concept of elderly care,and build a multi-agent collaborative elderly care service coordination mechanism. |
