Research On Management Countermeasures Of Sharing Bicycle In Guangzhou Based On Multi Center Governance

The purpose of this paper is to use the theory of multi-center governance to explore the management of sharing bicycle,and to put forward countermeasures to solve the problem of "the last one kilometer" public management which will attribute to the solving of the imbalance and insufficient contradiction between people's desire for a better life and the management of reality,by providing empirical data for the meticulous management of urbanization,and enrich the research theory of the management of public service.The methods used in the paper are literature and questionnaire research.By literature research we found that the current situation of sharing bike system management in Guangzhou are as follows: lacking of specialized driving and parking planning;regulations for users are not clear;maintenance of the enterprise is not timely;deposit management was remained in security risk;the rights and interests are not well protected.All the refracted the problems of the management: the role of enterprises,government departments,industry,social organizations and public power were not played insufficient;the operation process did not have unified industry service standards.The questionnaire on the management status of shared bicycles in which a total of 420 questionnaires were distributed and 397 valid questionnaires were collected.The following conclusion are as follow: the level of understanding of the management status of shared bicycles among the public was at a moderate level.The satisfaction of the public to the shared bicycle management system was at the media level.Public bicycle management expectations were mainly in road planning and quantity control and security control.In view of these problems,this paper puts forward countermeasures from the perspective of government,enterprise,industry,organization and individual:government should provide policy support,public education,and road planning;the enterprise should share the data,control the quantity and enhance the service;users should participate in management and supervision;the industry should strengthen the standardization,the organization should supervise.By cooperating and participating in the sharing bicycle management in the digital way thus the multi center governance mode can be formed and carried out effectively.
