Since the birth of bike-sharing in 2014,it has been five years in China,and its popularity has gradually dissipated,but the management of bike-sharing is still in full swing among local governments.On August 1,2017,the ten departments of the State Council,including the Ministry of Transport,the Central Propaganda Department,and the Central Cyberspace Office,jointly issued the "Guiding Opinions on Encouraging and Regulating the Development of Internet Rental Bicycles",which clearly defined the development direction and provided normative references for local governments at the national level.2017 is the beginning of government supervision of bicycle sharing in China.Since then,various localities have issued relevant policies and regulatory documents to regulate the problem of bicycle sharing.As the first provincial capital to issue opinions on encouraging and standardizing the development of bicycle sharing,Chengdu took the lead in exploring the mode of bicycle sharing supervision and put forward a number of effective measures.However,a careful review of the city’s bicycle sharing supervision system found that: there are still some problems,such as inadequate corporate access and exit mechanisms,corporate low social responsibility,insignificant role of industry associations,and irregular use of user cars,etc.This article takes "the research on the problems and countermeasures of bicycle sharing supervision—taking Chengdu as an example" as the theme,and takes the government management theory as the theoretical basis.Based on the analysis and research of the current status and problems of bicycle sharing in Chengdu,this paper proposes countermeasures on bicycle sharing.The framework of the thesis is as follows: The first part is an introduction,which mainly includes the research background,theoretical and practical significance of the research,literature review at home and abroad,research ideas and methods,the framework of the thesis,and innovations and deficiencies.The second part is the core concepts and theoretical foundations.It mainly introduces the two core concepts of “bike-sharing” and “government regulation” and their contents.In addition,the two theoretical foundations “the Government Regulation Theory and the Holistic Governance Theory” are carried out.This part serves as the theoretical source of regulatory countermeasures and is the basis of the entire article.The third part is the current status of Chengdu’s shared bicycle development,including an introduction to the development process of Chengdu’s shared bicycle,a brief description of the regulatory policy content,and a description of the current situation based on empirical research.This part is the starting point of problem research and the basis for the cause analysis in the next part.The fourth part is the analysis of the problems and causes in the supervision of bicycle sharing in Chengdu,including the description of the problems and the corresponding cause analysis.The author analyzes the problems of bicycle sharing supervision from the perspectives of government,enterprise,industry,and user respectively.The fifth part is the countermeasures and suggestions on the supervision of bicycle sharing in Chengdu.The author proposes to build an overall governance model of shared bicycles under the responsibility of the government.It is necessary to give play to the government’s responsibility and role in sharing bicycle management in the formulation of laws and regulations,in guiding the development of enterprises,in urging the industry to implement management,in guiding and standardizing user behavior,so as to realize the modernization of the government’s urban governance system and governance capability. |
