In the background of institutional reform,with mineral resources as their main body,Geological Prospecting Institutions are facing reform and transformation.It is known that "13th Five-Year" period is an important transition period of Geological Prospecting Institutions.The State Council has promulgated the latest reform program,in order to provide good external conditions for Geological Prospecting Institutions.But it should be noted that there still exists some problems in many Geological Prospecting Institutions,such as backward management level,Low efficiency,etc..As the core of the operation,the institutional administrative work plays a key role in achieving the strategic goals of Geological Prospecting Institutions.Thus,how to stimulate staff and promote their working efficiency as well as quality of service becomes a primary problem of performance management.Only a set of scientific performance appraisal system can Geological Prospecting Institutions to realize the strategic target.This research will take the administrative staff of W Geological Survey Institute as research subjects,with the survey of its performance appraisal system,use Balanced Score Card to analyze the strategic target of W Geological Survey Institution.For the long-term development of the unit,by utilizing KPI(Key Performance Indicator)to modify original qualification programs,this paper will work out a set of corresponding measures and feedback mechanism.One of the most important goal of setting performance evaluation,is to improve the overall professional competence of the employees,as well as the innovation of the unit.Thus,the employee's working enthusiasm and professional competence will bring an inevitable influence to the employee's performance appraisal result.Geological Prospection Institutions should make full use of performance appraisal results to stimulate the employee's working enthusiasm and working efficiency,etc..Therefore,the overall professional competence of Geological Prospecting Institutions will be effectively promoted.
