Research On Problems And Solutions In The Implementation Of Comprehensive Law Enforcement About The Shunde Environmental,Transportation And Urban Management

In order to implement the comprehensive law enforcement and improve the efficiency of law enforcement,Shunde government had gone through several periods of gradual reformation,the reforms of Super-Ministry system,the management of the strong town policy and the function of the government adjustment,etc.Till now,Shunde government still integrates the law enforcement functions of three executive,including environmental protection,transportation and urban,combining these three areas of government function into Shunde Environment,Transport and Urban Management Bureau.As a result,this article is intended to take the Shunde Environment,transportation and Urban Management Bureau as the research object.Based on the law enforcement mode reform practice and comprehensive law enforcement status as the background,with the help of the domestic and foreign advanced experiences,by means of documentation research,experience summary as well as case analysis,this article summarize and analysis the current difficulties of Shunde’s comprehensive law enforcement,and further put forward the corresponding policies of comprehensive law enforcement in Shunde District.First of all,this article takes the administrative law enforcement,the comprehensive law enforcement,the administrative ecology theory and the holistic governance theory as pointcuts,elaborates the background of Shunde’s comprehensive law enforcement reformation,which includes the analysis of advantages and disadvantages of these reformations.Secondly,the article analyze the problems and causes of the difficulties of comprehensive law enforcement reformation of Shunde.In short,we can summarize the causes as the lack of legal support,unclear responsibilities,ambiguous division of labor,lack of financial support,etc.Thirdly,it come to the analysis and summarize of the advanced experience of Shenzhen,Guangzhou,Daqing,Qingdao,Singapore,American and so on.,which can be applied to Shunde.From two aspects of perfecting mechanism construction and supporting measures,the article put forward some suggestions:(1)Strengthen the security of staff and property,(2)Improve the construction of law environment,(3)Perfect the division of the labor and responsibility,(4)Optimize operation mechanism,(5)Improve the quality of law enforcement staffs and the enthusiasm of law enforcement,(6)Innovate the measures of law enforcement,(7)Create a good image of public opinion.
