Study On The Implementation Of Nanyang's Relocation Policy For Poverty Alleviation

Based on the comprehensive of M-S integrated model,this paper takes the status quo of Nanyang's Relocation Policy for Poverty Alleviation as the research object to conclude the analytical framework which is suitable for this study.This paper takes five variables as the analysis frame,namely the policy itself,the policy resources,the execution organization,the target group and the policy supervision,to make an analysis to the Nanyang's Relocation Policy for Poverty Alleviation.Through the analysis and research,this paper thinks that Nanyang's Relocation Policy for Poverty Alleviation has achieved great achievements,but there are some problems in the process of implementation.In this paper,these problem are discussed in detail in the framework of the five variables mentioned above.First,some issues such as rural elite capture,"social relations" and the limitations of the policy itself,lead to the deviation of policy objectives.Second,the mismatch of authoritative resources,such as laws and regulations,the insufficiency of resources integration capacity and the lack of supporting industry and social security are all the reasons for the problems in the supply and demand of policy resources.Third,the rigid mode of implementation,the lack of organizational communication and the inadequacy of the strength of grass-roots staff lead to the fragmentation of the policy.Besides,the self-interest motivation of the target group and the low cognition and identification of the policy lead to the passive participation.In addition,the lack of system guarantee and the obstruction of information communication channel lead to the "loss of supervision" and "false supervision" of policy supervision.Therefore,in order to promote the relocation policy for poverty alleviation,the government should accurately grasp the essence of policy,increase the full investment of resources and optimize the integration,improve the execution ability of executing agencies and the practical ability of communication and cooperation outside the Organization,guide the target groups to set up correct values,build a good supervision environment and create a feasible environment for development.From these five aspects to optimize the promotion the effect of Nanyang's Relocation Policy for Poverty Alleviation.
