Predicament And Outlet:a Study On The Voluntary Failure Of Civil Volunteer Service Organizations

The growing and diversified social needs of the current public society have enabled social organizations to usher in a broader living space and development opportunities.However,in the context of the rapid development of volunteer services,civil volunteer service organizations as an effective complement to market failures and government failures,their development dilemma has gradually become prominent,resulting in voluntary failure proposed by Salamon at different levels.Based on this background,the paper builds on the foundation of the voluntary failure theory and builds the framework for the analysis of volunteer failure on the basis of understanding the relevant research results of volunteer failure.This article selects the X Volunteers Association of Hubei Province as a case,through on-site interviews to understand the development history and service status of volunteer service,analyzing the voluntary failures shown by X Volunteer Association in the volunteer service process,Combining the theory of voluntary failure explains the reasons for its failure,and then explores the countermeasures for the voluntary failure of volunteer service organizations in China.Through research,it has been found that volunteer voluntary association of X Volunteers Association is roughly the same as Salammon's theory of voluntary failure.However,it also has certain special features,which are mainly manifested in five aspects:lack of funding for voluntary services;incomplete service targets,and lack of innovation in service projects;The autonomy of voluntary organization services is limited;Volunteer's amateurism;social recognition is not high,and the crisis of confidence is highlighted.Combining with the concrete manifestations of voluntary failure of the X Volunteer Association,the main reasons for the voluntary failure of the X Volunteer Association were:the lack of financial support from the government and lack of self-inheritance;misplaced goal management of volunteer service organizations,that is ambiguous positioning of service targets,mismatched supply and demand of volunteer services;The Stakeholder constraints,that is the government's administrative intervention and the influence of donated companies;lack of professional training system and lack of talent introduction policies;Volunteer culture and volunteer service publicity are not in place.Based on the above,the paper proposes the countermeasures for voluntary failure of civil voluntary service organizations in five aspects:expanding funding sources,promoting integration of resources;rebuilding the institutional environment,improving goal management;reconstructing political and social relations,and reducing administrative intervention;Build a training system to promote professional services;promote volunteer culture and create a good atmosphere.
