Study On The Optimization Of Behavior Of Government In The Development Of Higher Vocational Education In Fujian

The rapid development of Higher Vocational Education in Fujian province has greatly increased and promoted in terms of scale,quantity,running level and quality of talent training,providing more opportunities for the public to enjoy higher education.However,there are many problems in development and urgent efforts of governments at all levels.In this context,it is necessary to analyze the government behavior in the development of Higher Vocational Education in Fujian province.Based on the theme of government behavior in Higher Vocational Education in Fujian Province,this paper analyzes the current situation,problems and reasons of the government behavior in the development of Higher Vocational Education in Fujian Province,and puts forward the experience of local governments in the development of Higher Vocational Education in the United States,Germany,Australia,Zhejiang province and Guangdong province.Measures to optimize the government's behavior in the development of Higher Vocational Education in Fujian province.In the development of Higher Vocational Education in Fujian,in addition to specific actions in the specific work of higher vocational colleges,such as entrance examination,employment guidance,teacher team construction and quality supervision,governments at all levels push the development of vocational education mainly by policy guidance,overall planning,quality assessment,support and support.The study mainly on the development of government intervention in higher occupation education is too neticulersly,too much occupation education;related policies and regulations are not perfect;the lack of diversified funds occupation education financing system;do not pay enough attention to the development of higher occupation education;to co-ordinate the development of Higher Vocational Education in various areas of public service system construction the absence of such issues.The main reasons leading to the failure of Fujian provincial government in the management of higher vocational education are lagging behind in the transformation of government functions,the internal effects of government,the low value of social identity,the slow development of the third party intermediary organizations,and the administrative management of colleges and universities.Fujian provincial government should position its role in the development of Higher Vocational Education: playing the role of "regulators,referees,advocates,attendants",actively changing functions,combining management and optimizing services: increasing overall development,establishing a diversified fund guarantee system and strengthening the development of higher vocational education.To supervise and clarify the status of the main body of higher vocational schools,to improve the public service system and to guide the participation of multiple subjects: to promote the market-oriented reform of higher vocational education,to actively cultivate the third party intermediary organizations,to encourage the participation of the public,and to build a platform to deepen the cooperation of Higher Vocational Colleges and universities to stimulate the development of Higher Vocational Education in the whole province.To promote the healthy development of higher vocational education.
