Research On The Reform Of "Yi Men Shi" Comprehensive Administrative Law Enforcement Of Nanzhuang In Foshan

Due to the influence of social system and structural establishment in our country,Based on vertical professional fields,The agency-in-charge exercise the rights of administrative enforcement of law in the professional field,which make the scope of administration limtied and more specialization.But There are problems of blurring boundaries and overlapping responsibilities among departments.On the contrary,the relatively centralized administrative penalty power,can make up for the malpractice of the traditional professional administrative law enforcement system.In recent years,The fourth Plenary Session of the 18 th CPC Central Committee put forward to deepen the administrative enforcement system,and promote comprehensive administrative law enforcement.The Nanzhuang Town in Foshan innovatively has launched the pilot project of "Yi men shi" comprehensive administrative law enforcement with industrial enterprises as objects of service,which has further integrated the resources of law enforcement in diverse departments including environmental protection,safety supervision,fire-fighting,labor supervision and industry and commerce,and brought public security power into the executive law enforcement to improve its effect.It has also eradicated the problems of buckpassing,perfunctoriness and tardiness in the former process of enforcement,formed a long-acting supervision and support system and strengthened the social management and public service functions.The paper,based on the interview and data analysis,makes a study of the practice and problems in "Yi men shi" comprehensive administrative law enforcement pilot reform in the Nanzhuang town of Foshan.With the theory of public administration,it then analyzes the troubles faced by our country in deepening the comprehensive administrative law enforcement reform: lacking legal support;Indefinite structural establishment of comprehensive administrative law enforcement;unreasonable disposition of law enforcement power;lacking supervision and restriction mechanism;coordinated operation mechanism not in place;the consciousness of law enforcement failing to meet the requirement of building a service-oriented government.Accordingly,the thesis puts forward some suggestions: perfecting the laws and regulations;making the structural establishment of comprehensive administrative law enforcement clear;adjusting the disposition of law enforcement power scientifically;establishing supervision,restriction and coordination guarantee mechanism;strengthening personnel and equipment;cultivating the consciousness of comprehensive enforcement of law with the times.
