The Case Study On Dalian Xi'an Road Business Association Participatory Governance With Local Government

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China adopted the “Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform.”,pointed out: “The overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics,and to promote the modernization of the national governance system and capacity.” “Modernization of the national governance system and capacity ” is a new governing idea,it has great theoretical and practical significance for China's Socialist modernization.With the deepening of economic and social development China,regional Chamber of Commerce as the main part of regional civil society,is an important carrier of regional governance,regional governance and multi subject participation in social governance is becoming a comprehensive and coordinated development of economy and society the inevitable road.This paper takes Xi'an Road Business Association as a typical case,based on the current situation of Xia'n Road Business Association governance on the role orientation,in-depth study of Regional Industry Association's function and development path and the chamber of Commerce in local government governance way.The full text is divided into three parts:The first part introduces the present situation of Xi'an Road Business Association.It focuses on its history,organization,regulations and management structure,moreover it compares with Singapore Orchard Road Business Association and Guangzhou Tianhe Road Business Association.The second part briefly introduces the concrete practice of Xi'an Road Business Association 's participation in local government governance,and analyzes the service function,representative function,communication function,negotiation function and self-discipline function of Xi'an Road Business Association.The third part summarizes the successful reasons and shortcomings of participatory governance mode,and summarizes the successful experience and significance of Xi'an Road Business Association in participating in local government.This paper argues that Xi'an Road Business Association 's success depends on the functions of local government to form a reasonable division of labor,the construction of the good communication and cooperation mechanism between them,the chamber of commerce has established an independent management mechanism.The successful experience of Xi'an Road Business Association mainly is: effectively improve the Government Failure problem,and provide an opportunity for the government to achieve social governance innovation,and realize the sharing of resources and win-win situation.
