The Study Of Organizing The Processing Of Suggestions And Proposals By The Representatives Of The Suqian Municipal People’s Congress

the representatives of the People’s Congress,who are a principal part of the organs of state power,are expected to carry out their functions in accordance with the law,speak for the people and participate in the administration of state and social affairs by offering suggestions,proposals and criticism.Organizing the processing of suggestions and proposals by the representatives of the People’s Congress efficiently is a major practice in order to adhere to and perfect the system of People’s Congress.It is also a fundamental way of the construction of the socialist democratic politics.It helps ensure the democratic rights of the representatives of the People’s Congress,who play a main role in the administration of state.State organs which need to follow the mass line can also be supervised well by the effective work of processing representatives’ suggestions and proposals.Under the new situation,how to strengthen and improve the processing of suggestions and proposals by the representatives of the People’s Congress is an important issue in the People’s Congress at various levels.This paper will study and explore how to improve the processing of proposals by the representatives of the People’s Congress through the analysis of the current situation of processing work in Suqian,which helps motivate representatives’ enthusiasm for performing duties,improve administrative enforcement and promote the development of Chinese democratic politics.Firstly,this paper analyses the processing work theoretically,and further clarifies the similarities and differences between the suggestions,bills and proposals through defining their extension and connotation,solving the confusion of the three concepts.Through the discussion of the theoretical basis for the processing work,the theoretical basis can be reinforced.Through the elaboration of systematic processing procedures,it is clear that the approval,assignment,reply,inspection,supervision and assessment link with each other and complement each other.Secondly,the paper makes an empirical analysis on the processing of suggestions by the representatives of the Suqian Municipal People’s Congress.The desirable experience will be summarized through reviewing the work from the basic situation and main methods of the processing work.This paper also points out the prominent problems,including low quality suggestions,lack of adequate supervision,false feedback and so on and analyzes the causes of the problems.At the macro level,it is limited by lack of dense democratic atmosphere.At the middle level,the mechanism is not perfect because of the rigid legal system.At the micro level,the lack of ideological awareness and capacity building explains the reason why each side cannot play their major role.Finally,this paper puts forward the countermeasures and suggestions to strengthen and improve the processing of proposals by the representatives of the People’s Congress and absorb the beneficial experience.In order to improve the quality of the work,the democratic environment,the external service guarantee system and internal management mechanism should be enhanced and standardized.
