Sub-district offices,as dispatched offices,do not set up people’s congresses,and the number of voters and district-level people’s congress representatives in the sub-district jurisdiction is obviously mismatched,making it difficult to effectively gather and timely reflect public opinion.In order to solve the problems of public opinion transmission and democratic supervision,the sub-district level has established the sub-district political representative council system.As the main body of the system,the street political representatives are not elected but can actively perform their duties,which is different from the procedural standards of the previous theories that emphasize the authorization and responsibilities required for the generation and maintenance of political representatives based on free and fair elections.Therefore,based on the explanatory framework of the representativeness of non-elected representatives,the representativeness of the street council representatives and the representatives of the district people’s congresses is compared,and the logic of generating the representativeness of non-elected representatives in the Chinese context is further revealed.The two kinds of representatives are compared and analyzed from the perspective of representative structure,public opinion reflection and representative performance practice.First,in terms of representative structure,district people’s congress representatives are more representative of gender and party background,and street-level political representatives are more representative of professional background.Secondly,on the proposed topics,the topics suggested by the two representatives can timely reflect the issues of public concern,such as road traffic,public services and other issues.Except for the two topics of demolition and resettlement and education,other topics are suggested by the two representatives.The respective proportions are basically the same;at the level of suggestion,the representatives of street affairs are more inclined to directly reflect the opinions and demands of the community or the individual level of the public.Finally,in the process of performing their duties,both representatives can have zero-distance contact with the public through public reception,visits,research and inspections,etc.,and take the initiative to solve the problems of public concern.On the whole,the representativeness of the representative behavior of the street political deputies is not lower than that of the district people’s congress deputies.The logic of generating representative representation of street-level political representatives is a set of non-election constraints: firstly,democratic recommendation and party committee review in the generation process of street-level political representatives ensure that representatives meet the expected standards and requirements,and representative training enables representatives to further clarify their own;Secondly,in the specific performance process,institutional arrangements and annual plans have improved the enthusiasm of the street deputies to perform their duties from the institutional and practical levels respectively;thirdly,in terms of performance results,the street level is closely integrated with the performance goals.The integral assessment management has the dual effects of management and incentives.Theoretical responses are made from the two dimensions of representation structure and representation behavior: structural representation does not guarantee the representation of substantive behavior;political representation in the Chinese context pays attention to responsibility constraints and process constraints.In terms of theoretical reflection,the research conclusions of this paper will not be promoted;the tradition of petitioning for the people in Chinese history and the ruling party’s slogan of serving the people will affect the performance of the representatives of the streets;Representational relationships are meant to make up for the lack of electoral representation.
