Research On The Construction Of Government Service Network In The Yancheng Tinghu District

The Government Work Report that Premier Li Keqiang offered in 2016 pointed out:”We will carry out the "Internet Plus government services" model and promote better information sharing between government departments,so that the public and businesses need to make fewer visits to government departments to get things done,find procedures simpler,and find the service satisfactory".According to this requirement,The State Council and the general office of the State Council have issued guidance documents in succession,take building an integrated online government service platform,promoting transparency of government affairs,improving the standardization of government service as the main work target,request expanding the entity government hall to the application of online administration,constructing a network of e-government services,carry out "one acceptance" and "One-stop" to the masses’ affairs.In order to carry out the spirit of these documents,the government of Jiangsu province has issued the implementation opinions on speeding up the construction of government service network in Jiangsu,require governments at all levels to make full use of modern information technology,such as cloud computing,large data and so on,to constructing a unified Jiangsu government service network of three levels in provinces,cities and counties,continuously improvement of the online and offline integrated government service system.Currently,it’s in a critical period of deepen reforms to streamline administration,delegate more powers,improve regulation.and provide better services.To build a government service network guided by Internet thinking,and to simplify the process of business,ensure that the whole process of government service can handle online,not only can let everyone shares in the fruits of Internet development,but also the inevitable requirement to innovate government service mode and realize the transformation of government service.The author based on the Jiangsu province’s construction of the unified government service platform,reading a large amount of literature and materials,selected the situation of the government service network construction in Tinghu district of Yancheng city as the research object,the paper adopts the method of literature research and investigation,using new public services,open government and other theories,research the construction of government service network.The purpose is through the construct of this network,to improve the efficiency and quality of government services,make more convenience to the public and businesses,and let them resulted in a stronger sense of benefit in society.The paper is divided into five parts.The first part is the introduction,mainly introduce the background,significance,ideas and methods of the research.The second part mainly introduces the theory related to the government service network in the process of research,contain new public service and public service government theory.The third part firstly summarize the construction of government service network,then find out the existing problems,and analysis of the causes of these problems deeply.The fourth part introduce the foreign government service mode and the successful experience of the construction for government service network.The fifth part put forward some countermeasures and suggestions,in order to provide reference for Tinghu District to construct a comprehensive online govenment service platform with complete content and items,resource sharing fully,and the service systems of various departments all open up,then promote the implementation of the integrated government services as soon as possible,so as to deliver high-quality government services to the public and businesses.
