The victory of the Nineteenth Congress marked that socialism with Chinese characteristics has entered a new era.The new era has brought about major changes in the pattern of social interests in our country.As the difficulty of public administration increased,the goal of modernizing the country's governance system and governance capacity has placed higher demands on civil servants.Civil servants are the main body of governing the country,at the same time,they are the direct executors of state public power and the concrete implementers of national policies.They are playing an important role in the government management.At present,China has a large number of civil servants.At the end of 2016,the total number of civil servants nationwide was 7.19 million,and the number of civil servants at the grassroots level accounted for more than 60%,according to the 2016 Statistical Communique on the Development of Human Resources and Social Security.The civil servants at the grassroots level are at the forefront of serving the people,with heavy tasks,high pressures,low wages,and low enthusiasm for work.Under such circumstances,job burnout can easily occur.At present,the phenomenon of "doing nothing for officials and being lazy" appears from time to time in major media and there is a big gap between the requirements of the new era.Therefore,it is imperative to pay attention to the job burnout situation of civil servants at the grassroots level.This article takes the civil servants at the basic level of Xiangtan City in Hunan Province as the research object,using questionnaires to try to understand the status of job burnout among civil servants in Xiangtan City.Process the collected data with the independent sample T test,one-way ANOVA and regression analysis,it was found that the civil servants at the basic level in Xiangtan City are generally at a medium level of burnout,and the three dimensions of job burnout are age,marriage,education,working years,and positions.There are significant differences in categories,administrative levels,and so on.Through data analysising,it is found that heavy workload,low salary,and difficulty in promotion of posts have a significant impact on the job burnout of grassroots civil servants.Cognitive biases,imperfect systems,and lags in supporting measures are the main causes of job burnout among grass-roots civil servants.They are manifested as lack of ideals and beliefs,weak sense of responsibility,high expectations for themselves,unclear career planning,and training and assessment.The system of promotion and salary is not perfect,and the media has been propagating with low intensity.The work of psychological counseling is not in place and the interpersonal relationship is not harmonious.The path to alleviate this problem is that it should be proposed in terms of ideological reshaping,institutional safeguards,and supporting measures.Specifically,in terms of ideological reform,we must strengthen our ideals and convictions,increase our sense of responsibility,appropriately adjust our expectation of expectation and establish a correct outlook on career choices.In the aspect of institutional guarantees,we should standardize the training system for public servants,improve the civil service assessment system and implement duties and responsibilities.Rank-level parallel system,improve the civil service pay system;in supporting measures,we should guide the media's positive publicity,establishing a sound psychological counseling mechanism,and build a harmonious interpersonal relationship.
