| Since the 21st century,the work of letters and visits in our country has always served the overall situation with constantly innovating and improving,and adapting to the needs of national governance under the new situation.It plays an irreplaceable role in building a harmonious society and resolving social contradictions.At the same time,many social contradictions gradually appear with the continuous adjustment of the pattern of interests and the deepening of the reform.Therefore,only further reform of the letters and visits system can alleviate the serious and complex situation.The third Plenary session of the 18th CPC Central Committee adopted the "Decision of the CPC Central Committee on Comprehensively Deepening the Reform of Several Major Issues" which"decision" requires" the reform of the work system of letters and visits,and implements the system of accepting letters and visits online to improve the mechanism for solving the masses’ reasonable demands in a timely manner.We should bring the letters and visits involved in law into the track of rule of law,and establish the system of ending the letters and visits involved in law according to law ".This has pointed out the direction of reform for the work system of letters and visits,and created a goal for further promoting the reform and innovation of the system of letters and visits.This paper attempts to explore the practice and specific path of the reform of the letters and visits system in our country in the light of individual cases.Through combing the data and cases of letters and visits in A city in the past two years,it gets a glimpse of the overall situation of its changes.It also observes the macro pattern of letters and visits and the trend of the reform of the letter and visit system through the macro positioning and field investigation.The paper analyzes the achievements and reasons and points out the difficulties and reasons encountered in the reform of letter and visit system in A city through the field visit and investigation in A city,and through careful observation and deep thinking.Finally,some suggestions are put forward to further deepen the reform of the letters and visits system.The academic theory and the reality of the national conditions are combined to guide the practice of academic achievements through the way of empirical research.This paper will discuss the content of the article in five parts.The first part is the introduction,which describes the research background,status and methods.This paper summarizes the background and present situation of the research on letters and visits in China,and briefly describes the research methods of this paper.The second part first describes in details of the deep and realistic background of the reform of letters and visits system in A city and then analyzes its status quo.The third part mainly examines the main measures and achievements of the reform of letter and visit system in A city in recent years,and extracts the experience and enlightenment for reference.Based on the empirical investigation of A city,the fourth part analyzes the problems and puzzles faced by the letter and visit reform in A city and analyzes the causes of its formation.On the basis of the above research from the national,local governments,visiting people and other three perspectives.On the basis of the above research,the author puts forward some suggestions and institutional ideas for further deepening the reform of the petition system in China.The fifth part is the conclusion of this paper,which puts forward perfecting recommendations about the reform of the letters and visits system from the macro point of view to improve.It discusses the conclusion of this article mainly from three aspects of "idea innovation","regulation innovation" and "system innovation".In the part of "idea innovation",this paper holds that the grass-roots government should set up the "people-oriented" concept of letters and visits,break the shackles of maintaining stable thinking,and innovate the concept of letters and visits.In the part of"Innovation of Ruling of Law",we should perfect the legislation of letters and visits and make unified and high level of "Letters and Visits Law".At the same time,it is necessary to standardize the order of letters and visits to limit its power at the grass-roots level,and strengthen the rule of law thinking of local government and letters and visits people.In the part of "system innovation",the text puts forward four specific reformproposals,such as "transforming government functions and working methods","perfecting the examination mechanism of letters and visits","establishing a unified and,coordinated working mechanism",and "constructing supervision mechanism of letters and visits". |
