Research On The Cooperative Supply Of Multiple Subjects Of Public Service In China

In the traditional theory of public administration,the government is the only provider of public services.With the rise and development of the new public management theory,the new public service theory and the governance theory,it challenges the traditional public administration theory and emphasizes that in the supply of public services,we should give full play to the multiple main roles of the government,the market,the social organization and so on to achieve a good response to the citizens' demand for the diversity of public services.This paper uses the basic theory of governance theory and other related basic theories,and describes the present situation of the cooperative supply of multiple subjects in public services by means of literature research and induction.At present,the multi subject cooperation mode of public service in our country presents a diversified trend,including service outsourcing,franchising and government purchase,and so on.And the multi-subject cooperation of public service has a remarkable effect,which not only improves the use efficiency of the government's financial funds,but also expands the coverage of the public finance to benefit the people's livelihood.But in the process of research,there are still some problems,such as the lack of public goals,the low efficiency of cooperation supply,the lack of trust among the partners and the imperfect legal system.By drawing on the experience of the multi subject cooperation of public service in the developed countries,strengthening the public consciousness of the cooperative supply subject by strengthening the public consciousness of the cooperation subject,enhancing the cooperation by strengthening the communication and coordination among the partners,making clear the responsibility among the partners and perfecting the supervision and management mechanism of the cooperative owners.By building an equal dialogue mechanism between the subjects,selecting the responsible cooperative supply body and strengthening the credit evaluation of the cooperation subject,the trust relationship between the main bodies is established.Through the establishment of a perfect relevant legal system,the cooperation supply of the multi subject of public service in China is perfected.Countermeasures and suggestions.This paper discusses the cooperative supply of multiple subjects in public services,which aims to better meet the social citizens' practical needs for the diversification,heterogeneity and individualization of public services,to improve the efficiency and fairness of the supply of public services,and to realize the transformation of government functions.
