The Functions And Characteristics Of The Head Of Provincial Organization Department In China

The head of provincial Organization Department is one of the most powerful leaders in the local government of China.Who are they?What kind of role do they play in China's political system?Existing research has not provided enough information about these powerful leaders.This article attempts to answer the above questions by examining the functions and characteristics of the head of provincial Organization Department.We review the existing research on China's cadre system,the relationship between central and provincial governments and the political elite.Based on the literature and reality,we have refined the threefold role of the head of provincial Organization Department,including the leader of provincial organization work,the fixed members of the provincial standing committee,and the agency that central government uses to control local leaders.We have established a database including the head of provincial Organization Department from 1993 to 2017.By analyzing the demographic characteristics,career paths,working expierences,where they come from and where they go,we described the characteristics of the head of provincial Organization Department.We also conducted a time-phased inspection of the characteristics of the head of provincial Organization Department and found the clear trends of standardization,high-quality-oriented,and delocalization.
