| With the deepening of economic system reform in China,the central government recognizes the imbalance of regional development, increasingly delegates the economic- social decision-making power to the local governments; The local governments get more financial autonomy, and they become more active in the policy innovation. A sense, the policy implementation depends on the local governments'financial power and preferences. The provincial governments play connecting roles between the central government and the local governments in China's administration structure, and their effects in the process of policy implementation have become increasingly prominent.This essay takes Liaoning provincial government as a case, purports to explore the process of implementation of strengthening county economy policy in Liaoning Province by using the Model of Intergovernmental Policy Implementation proposed by Goggin et al. The full essay is divided into 6 parts: The first section describes the related concepts and the theoretical basis, where the applicability of the theoretical model is discussed; The second part describes the connotation of"Strengthen County Economy"and Liaoning provincial policy; The third part describes the implementation problems of Liaoning strengthening county economy policy; The forth part purports to explore the process of implementation of strengthening county economy policy in Liaoning Province by using the theoretical model, indicates that the provincial authority, characteristics of major policy makers, such as their preferences and knowledge, governmental structure, and capacity are major factors that effectively affect policy implementation in China; The fifth part tries to propose the solutions; The last part points out that the success of a policy innovation demands the coordination of the central government, provincial governments and the local governments. The inspiration: The provincial governments'effects in the process of policy implementation are so important that they should be the focus of the policy research.
