Research On The Satisfaction Of Governability At Grass-roots Level In The Process Of Rural Land Circulation

Land,as the most basic element of survival,is fundamental to agriculture,rural areas and farmers.Under the guidance of the "three-power separation" system,rural land in China belongs to the collective ownership,farmers contract the land by households and land management rights can be transferred freely.For more than ten years,rural land circulation which based on confirmation of land right has promoted the development of rural market economy in China.What's more,rural land circulation has promoted the transformation and upgrading of labor resources and the large-scale operation of land,and motivated the transformation of suburban agriculture from traditional to modern without changing the basic system of household contract management.Although agricultural land circulation has produced great economic performance in our country,it is also difficult.In many local governments,there are too many chaos situation occurred in rural land circulation such as power offside due to forced circulation,functional dislocation caused by multiple law enforcement and absence of ability because of the lack supporting system,which is closely related to the failure of effectively dealing with the power,function and ability of the grassroots government.To solve this problem,this article follows the following logical sequence.First of all,by reviewing existing literature in the field of agricultural land circulation research,we found that land system,management right and circulation market are the hot issues in the field of agricultural land transfer research.But the above problems cannot be solved effectively without the rational allocation of government functions and the scientific driving of power.Therefore,this paper decides to study the problem of agricultural land circulation in China from the perspective of government power,adopting the satisfaction evaluation.Secondly,based on the theory of government power,combined with some government documents,policies and regulations,and rules and regulations which related to farmland circulation,we build a level of satisfaction evaluation index system for grass-roots level government,which using the power,function and ability as the first level satisfaction evaluation index including supervision,approval and another 17 secondary indicators.Finally,from the overall considerations,the intercity comparison and comparison of intercity township-level,we use more than four hundred survey data from 20 villages and towns of Ji'an city Jiangxi province and Wenzhou city Zhejiang province,combining the entropy value method and fuzzy comprehensive evaluation method,to analyze the government power at the grass-roots level.The study drew three conclusions.Firstly to improve the comprehensive evaluation of local government satisfaction in rural land circulation,the most significant role is to rationally allocate the functional system of grassroots government.Secondly,in the process of agricultural land circulation,the function and power of grassroots government are positively correlated,and the function and ability of grassroots government are weakly correlated,while the power and ability of grass-roots government are not relevant.Thirdly,to improve the satisfaction of governability in rural land circulation,governments need to adjust dynamically each tertiary index of power,function and ability and its priority according to the level of rural land circulation effect.If regional circulation ratio and participation ratio is less than 15%,it is necessary to improve the right of approval and decision-making,implement the review function,and attach importance to execution and service capability.If the circulation and participation ratio is 30%,we need to improve the discretion,implement the functions of file management,tracking service,change acceptance and mortgage loan,and attach importance to publicity and management ability.If the circulation and participation ratio reaches 50%,we need to improve the right of reward and punishment,implement the arbitration function,and cultivate the comprehensive ability of innovation,publicity,management,coordination,service and implementation.
