Study On Government Function For Rural Land Circulation For Quyang County Of Baoding City

China has 1.3 billion people, including 9 million people living in rural area, The land is the most important part for the farmers. After reform and opening period, China has reformed the rural land system, executed household-responsibility system and obtained good results; however, the land system for small-sized households has been brought adverse effects to the agricultural production since 1990 s. The land circulation can effectively allocate and utilize limited Chinese lands, so the implementation of effective rural land transfer system has become particularly important. At present, Chinese land circulation has been in a crucial development phase, but the land circulation in new phase faces many problems, such as farmers' interest damage, uncompleted rural land and marker mechanism, changers of rural land purposes, farmers' transformation into urban inhabitants. The problems of rural land circulation have been caused by many aspects, including inaccurate positioning of government functions and nonstandard government behavior. Therefore, this paper takes Quyang County of Baoding City as the research object, and studies the government functions in the rural land transfer.This paper first describes the Quyang county governments at all levels in the situation of rural land circulation in can play, by helping policy, optimizing circulation process, set up agricultural cooperatives, construct transfer service system and other measures to optimize the allocation of land resources; secondly, using the method of theoretical and empirical analysis of the combination of the government in the land transfer to secondary vocational school play the problems and reasons, because of the lack of land transfer legal supervision and supervision mechanism, some local government officials do not exist as a phenomenon, the higher authorities of financial investment is not enough, because of the social security system is not perfect, leading to the government exists the problem of improper positioning and lack of public services, the management is not perfect in rural land circulation; finally, give full play to the functions of the government and the countermeasures were put forward, the government should strengthen staff training, strengthen policy propaganda, and to through increased financial support, active land market demand, perfect the system of social security and finance etc. measures, in macro for land transfer to provide favorable conditions, through implement land circulation filing system, contract system, the follow-up service system the circulation procedure rationalization and standardization, to promote rural land circulation healthy and orderly development.
