Research On The Optimization Of "Internet + Government Service" In The Era Of Big Data In Yunnan Province

The wave of Big data and "Internet +" technology have mapped the most distinctive features of the times.The powerful data drive has caused all sectors of society to burst out with vitality.The Chinese government is also actively grasping this good opportunity to promote its own roles,functions and system of organizations.One of the important manifestations is the innovative construction of “Internet + government services” from top-level design to local practice.As a new way to respond to the "supply-side" public service reform,to accord with service-oriented government philosophy,and to improve the modernization level of government governance effectively,promoting the realization of healthy and sustainable development can add the theoretical connotation of public management effectively,and can be backed up to realistic meaning.At present,Zhejiang,Shanghai and Guizhou focus on the useful exploration of "Internet + Government Services " which mix service,innovation,coordination and open,and have achieved the leading levels of the nation successfully.In contrast,this article aims at Yunnan Province,which is in its initial stage and has special provincial conditions.It uses a method of literature research,a case analysis method and a method of comparative research to compare the two developmental gradients,analyzes the special significance,the actual situation and the predicament of promoting”Internet +Government Service” in Yunnan Province rationally.From the dialectical angel of view,the author deeply explores the multiple factors that restrict the province,which are reflected in the lack of technology,management,institution,consciousness,talent and mode.In response to this,the author follows the idea of combining advanced experience and localization,and puts forward four ways to provide reference in the future:committing to reduce the digital divide and improving the construction of the basic platform;breaking the isolation of departments and deepening the process reengineering of government services;cultivating the awareness of the subject actively and attaching importance to the training of talents;maintaining the fair value of government services and innovating its own characteristic mode.
