Research On Partner Subcontracting Support Model And Its Operational Mechanism In Emergency Management Of Local Government

In recent years,heavy rain and other extreme weather disasters occur frequently,bringing to people's life and property safety and urban management challenges.Urban water logging has become the urgent problem to be solved by city emergency management.Based on the experience and lessons of the 2003 SARS treatment,the Chinese government has formulated a series of emergency management initiatives,and set up the emergency management system and operational mechanism;governments at all levels has increased the emergency supplies reserves and drill.However,the unpredictable different forms of natural disasters at different time or different places differ in thousands ways.Under the national macro guidance,whether local governments correctly analyze the situation,make scientific decision,and grasp the emergency management initiative,to minimize disaster losses,tests the decision makers and the commander's experience and wisdom.Through the case analysis to Xinxiang government's response to the “July 9” torrential rain,the article found that: In urgent need of emergency rescue and drainage in flooded area by heavy rain,Xinxiang government organized government functional departments and institutions,such as state-owned enterprises and the like,to provide partner subcontracting support for the disaster area where the district government was unable to deal with,fulfilling the emergency drainage task better.By interviewing the program makers,the participant departments and trapped people,we got that due to the insufficient manpower,material resources,financial resources and other resources of the district government and the office,in the emergency disposal of sudden natural disasters,they are unable to complete the task of disaster relief,so the plight of localization management model stand out,which resulted in Xinxiang government's partner subcontracting support model.Facing the extraordinary rainstorm,policy makers take partner subcontracting support model,resulting from the experience that Xinxiang government involved in the national unified action to provide aids for Wenchuan earthquake area and supply partner support to Xinjiang Urgur Autonomous Region.That is also the lesson of the local government in the practice of partner subcontracting support model,the cooperation of the governments at all levels,institutions,enterprises and local residents with different tasks is pivotal to the success of rescue relief.Lack of cooperative foundation among different participants leads to low efficiency at the beginning of cooperation.Based on that,the local governments need to improve its capability to deal with emergency disasters by promoting overall emergency rescue ability of the civil servants,setting up and completing cooperative and coordinative aid mechanism,as well as cultivating and recruiting excellent social rescue human power.
