Abstract/Summary:
The Southwest Oil & Gas Field Company under Petrochina is A company across southwest of China, and engages in oil and gas exploration, gas production and gathering and treatment and transmission, oil refinement, gas chemical production, oil and gas products manufacturing and processing and selling, mainly deals with gas production and gathering/transmission and selling. For this kind of special gas commodity, it develops and provides all its services according to the business model or procedures of production to transmission and then sells based on gas characteristics. Up to now, a gas pipeline network constructed of 1200 gas production units, 700 gas gathering and transmission and distribution stations, 11000 km all size pipelines has been established and formed. In this gas pipeline network, there is 6000 high pressure pipeline including a circle gas transmission trunk line system consisted of 2100 km pipeline mainly with DN 700 mm diameter. In 2002, the annual gas production capability of Southwest Oil & Gas Field Company reached to 8.7 billion m3, and 8.35 m3 of them has been sold and supplied to 700 industrial customers(containing 7 large chemical or fertilizer plants) and 3 million citizen presidents over 3 provinces and 1 big city(Yunnan, Guizhou, Sichuan and Chongqing) through this gas pipeline network. Based on what mentioned above, we can see that the gas pipeline network is acting a very important role for the economic development of the whole Southwest part of China. So it is very important to keep the gas production, transmission and supply or sell system running in a safe, stable, effective way, and the gas dispatching control and decision system are the key factors to get it.But due to some reasons such as technology and capital funds limit, the emergency gas dispatch reaction program for such large scale gas production and transmission system operated by The Southwest Oil & Gas Field Company have been always carried mainly based on experience of gas dispatch personnel. It is very obvious that this kind of management and control procedures have some significant disadvantages and often leads us to a passive position so some adjustments or regulation need to do based on operation data at certain important notes in gas pipeline network. Subject to this management and control system, not only the flexibility of the circle gas transmission trunk line can not be released, but also the normal gas production are usually affected by it. The potential economic loss and social influence caused by this condition should be paied much consideration to and can not be less evaluated. How to change the passive emergency management system relied on experience of gas dispatch personnel into the positive scientific emergency management system based on the gas dispatch program made by a computer in advance, and optimize the gas production, transmission and selling system to make sure the gas pipeline network run in a safe, stable and effective way, and guarantee the company itself and gas consumers get maximum economic benefit. This is the most pressing problem need company itself to deal with, and is the urgent requirement to realize the modernization of gas pipeline network management. This paper makes analysis on the condition and trouble of the existed gas dispatch system of The Southwest Oil & Gas Field Company, applies the rapidly developed new state-of-art management scientific technologies such as decision support system and artificial intelligence to sum up, sort out and summarize the different operation condition in each section of gas production, transmission and selling system, fully consolidates and synthesizes the gas dispatch personnel's rich experience accumulated in long term, gas dispatch management principle, stipulation, philosophy, weighting factors, flow process and etc, make advantage of and DSS(Decision support system)technology and computer languages combining with case-matching model (make analysis on pastaccidents, and match or synthesize those cases to find...
