To Explore The Diversity Of Policy Diffusion From MOA Perspective

Riding the wave of China’ s reform,policy innovation diffusion has become a common resolution to adapt for the more complex and diversified governing environment.It emerges in more and more policy fields.In this study,the author takes water user association as an example,to investigate how different patterns of Motivation,Opportunity and Ability,resulted in different policy diffusion results.Upon on six case analysis,we concluded as follows.First,whether or not the policy recipients has a motivation to accept the policy diffusion played a decisive role.Second,public participation provide essential opportunities for policy diffusion.Third,a good economic foundation improves the ability of the masses to participate and promote policy diffusion.Therefore,to effectively practice policy diffusion,we shall value the motivation,opportunity,and ability of local people.
