Research On The Optimization Of Community Old-age Model From The Perspective Of Social Governance

With the aging of China’s population aging,the pension problem has been placed in a very important position.As a new type of old-age pension mode,community pension model has developed rapidly and achieved remarkable results.As a pioneer of community pension mode,Qingdao city has made great achievements in the development of community pension mode,but it also reveals a series of problems in its development.To this end,this paper put forward the optimization community endowment patterns of Qingdao scheme,in order to reach to Qingdao to solve problems,to provide train of thought on the development of community endowment patterns,as well as the development of community endowment patterns provide valuable experience.In this paper,based on the perspective of social governance,analyzing system of current endowment patterns of Qingdao,targeted expounds the current situation of the development of Qingdao city community endowment patterns,and situational analysis of Qingdao city the mode of community endowment problem.From the perspective of social governance,this paper puts forward the general requirements of social governance for community pension mode,and discusses the scheme of optimizing the community pension mode in Qingdao city under the framework of social governance concept.Integrating the concept of social governance into the community pension model,we also introduced the forces of all parties to create a "four-in-one" multi-governance,namely,government,social organization,community and individual family.The community pension mode is also transformed from the "one dollar subject",which was dominated by the government,to the "four-in-one" society.First,the government gives norms and guidance from the system and policy level;Secondly,social organizations rely on technical advantages to provide a specialized old-age experience for community pension.Then,the community provides infrastructure and talents for the optimized community pension model.In the end,individuals,as consumers and audience members of community care,actively participate in and cooperate with other subjects to promote the development of community pension in Qingdao.At the same time,the optimization of Qingdao city community endowmentpattern after the concrete function and function of the body,and shall take measures are analyzed,and it is concluded that the government should continue to occupy the dominant position,at the same time,social organizations,community and individual participation of multiple subject cooperation and promote the healthy and orderly development of community endowment,truly escort for the development of Qingdao city community endowment patterns of the conclusion.
