Research On The Purchase Of Social Services In Longhua District Court Of Haikou City Under The Background Of Judicial Reform

The government’s purchasing social services has become one of the important measures to promote the transformation of governmental function and innovate social governance modes.There is rich practical experience and theoretical research on government’s purchase of the social services,while much less on the court’s.At present,cases keep increasing,but the number of the judges doesn’t.As a department to exercise judicial powers,buying social services is an effective way for the court to deal with the problem.Since the Supreme People’s court has advocated the purchase of social services,the people’s courts at all levels have made useful attempts,however,it was facing some new problems during this process.This article attempts to define the status and problems of the court’s purchase of social services,using the theory of government’s purchasing public service for reference to analyze the cause of realistic dilemma which was existed in the court’s purchase of social services,so as to further put forward the suggestions to improve the court’s purchase of social services:to reinforce the top-level design of Supreme People’s Court for the purchase of social services,and apply the sharing economic model to establish a unified platform to explore and improve the way of court’s shared resource for the purchase of social services,through the use of informationized 2.0 technology and the big data statistics,to evaluate the service of social organizations effectively and improve the social organization supervision and exit mechanism.Court buys social service,which provides new ideas to the reform aimed to establish a regularized and professional judgment team.It is beneficial to improve the court’s service that can offer a higher quality auxiliary transaction and to meet people’s diversified judicial demand.Established in Longhua court,the paper researched how court bought social service,hoping to give improvements about buying social service which existed in the province and the national courts.
