Research On The Dilemma And Countermeasures Of China’s Internet Public Welfare Development

With the access of wireless broadband and the development of Internet technology,intelligent mobile phones,computers,iPad and other advanced equipment have been popularized rapidly,providing a convenient platform for public welfare charitable activities.At the same time,the mass basis of public welfare of the Internet is also growing in a geometric level.When Internet technology encounters commonweal and marries with it,a new public welfare charity mode--Internet public interest emerges quickly and enters the public view.The characteristics of public welfare charities in the Internet are changing the characteristics of Internet public welfare.In this paper,based on the development of Internet technology and the rise of public welfare concept,on the basis of defining the concept of Internet public welfare,by comparing the similarities and differences between the Internet public welfare and the traditional public welfare,the main features of the Internet public welfare are summed up.In the process of sorting out the development of Internet public welfare in China,we sum up the main difficulties facing China’s Internet public welfare development.Combined with China’s national conditions and the characteristics of the development of Internet public welfare,we can find out the causes of the problems through the phenomenon.On this basis,we seek to find an effective way to solve the problem of Internet public welfare in order to promote the healthy and orderly development of Internet public welfare in China.At present,the main plight of the Internet public welfare development in China is that the Internet public welfare supervision mechanism is not perfect.It is not only reflected in the lack of supervision and management,but also the responsibility of the supervision subject is not clear enough;the Internet public welfare legal system is not perfect,including the high threshold of the Internet public welfare group registration registration and the letter of donation.The transparency of interest disclosure is low and the Internet public welfare legislation system is relatively inadequate;the construction of the Internet public welfare organization is lagging behind.It refers to the lack of professional technical personnel for the imperfect information of public welfare websites and the development of the Internet public welfare organizations,and the asymmetric information of Internet public welfare resources,mainly the distribution of public goods in the Internet,not only in space.It is not balanced and the supply and demand can not be butted in time.In view of these problems,the countermeasures are put forward in combination with the experience of the British and American countries: to improve the supervision and management system of the Internet public welfare through the establishment of self-discipline mechanism within the industry,the external supervision mechanism and the supervision mechanism of the public and the media,and to perfect the Internet public welfare legal system framework,including the reduction of the quasi public welfare organization of the Internet.Introduction of the threshold,the establishment of the collection and audit system and the perfect information disclosure system;increase the publicity of the public spirit to cultivate professional Internet public service personnel;build the Internet public sharing database,including the construction of the Internet public database and the construction of volunteer database.
