| With the advent of the digital age,ordinary families can enjoy the Internet ecosystem,as well as the network becomes the main way for the government to provide public services.Chinese government also puts efforts to push "Internet+" development mode to integrate the big data,cloud computing and internet with all walks of life.This Integration will also bring many positive effects on national development and social progress,subtly changing people’s habits of enjoying and using public services,providing a broad space for the development of the digital supply of government public services.The" 14th Five-Year Plan" proposed by the Chinese government includes using digital technology to promote public services,social methods,promoting inclusive digital services.On June 4,2019,Heilongjiang provincial government issued the "Digital Longjiang" Development Plan（2019-2025）,and it is expected that by 2025,the digitalization of public services will achieve integration and innovation in all fields,and the integration of urban and rural areas will be basically completed,and inclusive benefits will be achieved.,A smart public service system at your fingertips.Harbin’s "14th Five-Year Plan" proposes to increase the openness of government data,promote the digitization of public services,and improve the level of informatization in education,transportation and other fields.Based on the mentioned information,from the perspective of the government,this dissertation analyzes the current constructive situation of Harbin government’s digitalization supply including the policy support,infrastructure of public service digitalization.9 county people’s government portals and Harbin’s public data open platform in order to promote the digital,orderly,healthy and efficient supply of public services,based on the new public management theory,service-oriented government theory and multi-center governance theory,literature research,case analysis and comparative analysis methods are used.The concept of service digital supply is defined as well as the content of public service digital supply is divided.It is found that there are some problems to be solved,such as weak supply data infrastructure,supply content focusing on form rather than practicality,the inconvenient supply channels and the low degree of socialization of supply effects.The reason is that the digital supply of public services lacks unified leadership while platform functions and positioning are not clear,platform construction emphasizes hardware over software,and the construction of standardized systems lags behind,etc..By learning from the useful experience of developed countries such as the United States.For example,the United States promotes the establishment of a transparent and open government through the formulation laws and regulations,while ensuring data security and individual privacy.Singapore regards e-government as a strategic part of national information development,which effectively promotes its development of e-government.Moreover,by learning the advanced experience of domestic local government digital supply of public services,such as the Guizhou model,the"Guangdong Province" service platform in Canton,and building of a "smart city" in Shanghai,we can draw useful inspiration from it,which is to promote the digital supply of government public services in a healthy and orderly way in Harbin and to improve citizens understanding and use of digital public services.On this basis,combined with the problems existing in the digital supply of public services of the Harbin Municipal Government,this dissertation will provide targeted suggestions and advises mainly including strengthening data infrastructure,optimizing the digital supply function of public services,improving the quality of public service supply content,and improving the digitalization of public services and so forth to provide a strong support for the construction of a service-oriented government in Harbin. |
