Construction Of Key Performance Assessment Indicators For Party And Government Leading Cadres At The Bureau Level

The leading cadres of the Party and government are the policy makers and implementers of the party and the state,the implementers of the strategic decisions in their respective regions,and the promoters of the actual work of their units.The performance appraisal of the party and government leading cadres is good or bad.It is the key to the quality of leading cadres and the development of society.This study is based on the assessment requirements of morality,ability,diligence,achievement and honesty stipulated in the current ?Civil servants Law?,taking Xi'an as an example.By using the method of questionnaire analysis and key Performance indicators,this paper studies the key indicators of the performance appraisal of the party and government leading cadres at the deputy provincial level,and analyzes the feasibility of constructing the key performance indicators of the party and government leading cadres at the bureau level.In this paper,the author constructs "morality,ability,diligence,achievement,honesty" 5 first class index,13 secondary index and 34 third grade index,and puts forward concrete,comprehensive and operable evaluation key points,score weight and evaluation standard for the third grade index,on the basis of which,From four aspects of evaluation,organization guarantee,information communication and feedback,and application of assessment results,the paper puts forward the guarantee measures for the implementation of KPI indicators for the performance appraisal of party and government leading cadres at the level of deputy provincial cities and municipal bureaus.The results of this study are expected to have a strong practical application value for the party and government leading cadres at the bureau level to implement the performance appraisal based on the KPI index at the present stage.
