A Study On The Optimization Of Political Consultation System Of CPCC In The Lens Of Consultative Democracy

Deliberative Democracy is a democratic theory arose in some western countries in the1980s. Deliberative Democracy is by no means adopted to replace election democracy andconstitutional democracy, but to establish a new dimension for the development of the causeof democracy, thus invigorating the development of contemporary democratic politics. Thevalue demands of constitutional democracy are legality, toleration, equality, publicity, andresponsibility, which display some common features with CPPCC, i.e. both systems pursuethe maximization of public benefits in terms of value demands, both are designed on thebasis of popular sovereignty in terms of theoretical origin, both are carried out by means ofconversation, communication and consultation in terms of consultation mode, both aredesigned to gain the maximization of public benefits through supervising the exercise ofpublic power. Those common features have provided essential theoretic sources for theperfection and development of CPPCC.It has been over60years since the CPPCC was founded. It has a statutory position inChinese political life. Ever since21stcentury, CPPCC is becoming institutionalized andregularized. Chinese people exercise their election rights by voting and have politicalconsultation before making an important policy, which has become an important democraticform of Chinese characteristics. CPPCC plays a crucial role in the national political life.Through political consultation, consensus can be reached, which plays an important part inraising the political legality of CPC, improving unity and harmony of the country andpromoting the public interests.During the implementation of CPPCC, some drawbacks were found, such as the lack ofinstitutionalization, equality of consultation delegates, lagging of the legal systemconstruction. These drawbacks have hindered the function of CPPCC. The improvement ofthe CPPCC can be carried out both by means of theory and practice. Theoretically, byinstitutionalization of the CPPCC, its status can be further consolidated and raised. The improvement of CPPCC through institutionalization, standardization andproceduralization can enable the CPPCC play its proper role in the development of Chinesepolitics.
