Study On The Transition Path Of Grass-roots Official Social Organization

In the context of a comprehensive deepening reform,the importance of social organization construction is beyond doubt.Whether it is to change the government functions,or innovative social governance system,a vibrant social organization system as a cornerstone is necessary.This paper analyzes the background and development process of the grass-roots official social organizations through the literature research and the empirical research method,and explores the interaction between the government and the grass-roots official social organizations and the operation mode of the grass-roots official social organizations.At the same time,taking the grass-roots official social organizations of GY street office in Wuxi City as an example,the author analyzes the causes and the transformation constraints according to the dilemma in reality and gives the practical suggestions for the transformation of the grass-roots official social organizations.With the different periods of national and social development,grass-roots official social organizations have different missions.In the state and society under the complex interaction of the results,the grass-roots official social organizations develop and change.Firstly,the paper uses the theory of state and society and corporatism to summarize the four important stages of the development of grass-roots official social organizations,and analyzes its basic functions and characteristics.Secondly,the GY street office is taken as an example,the paper analyzes the operation mode and the function of the grass-roots official social organizations in combination with the actual situation,and analyzes the five problems faced by the grass-roots official social organizations.Thirdly,combined with the status given grass-roots official social organizations transformation of the power and direction.And,according to the actual social environment and the organization itself,according to the government failure,the theory of social organization failure lists the external constraints and internal constraints.Finally,the paper from the government to promote grass-roots official social organizations transformation and independent transformation of two angles given the following strategic recommendations: active participation in grass-roots governance,in the service to win public recognition and organizational self-confidence;strengthen the organization self-building,enhance organizational capacity;Supervision means diversification,improve the corporate governance mechanism.At the same time to call on the higher authorities and the government gradually dilute the grass-roots official social organizations of administrative colors,to encourage market competition.
