It is very important to active social organization that for promoting the modernization of national management system and management ability. From the reality of the current state of the Chinese social organization, most of social organizations belong to the official social organization or have strong official background, these organizations are important force in social organization, but at present, official social organization have a strong "officer" characteristic, lack of rooted in the society, and draw resources from social vigor. The research about how to further activate the official social organization has theoretical value and practical significance.The author used internship opportunities in J province Red Cross in2013summer, through the method of participant observation, the author to learn more about J province Red Cross staff, management mode, daily work and so on,then through CNKI and some other websites and other books and materials in Nanjing university library to get more information about official social organizations, as well as the Red Cross society of China.This article review of China’s official social organizations, as well as the development of the Red Cross society of China, characteristics and functions, and the Red Cross, for example, points out the official social organization in the problems and challenges in the new period, and discuss the direction of the official social organization transformation and related strategies, on the basis of exploring relationship between the official social organization and the state and society from the official social organization "officer" and "people" characteristic perspective.This paper argues that the official social organization under the transition period, should rely more on internal transformation actively, actively participate in community construction, introducing market mechanism,at the same time, actively learn from the official social organization and competition, and finally introducing the professional social work method to improve the official social organization personnel quality and operation ability to professional projects.This paper, include five chapters, the first chapter is the introduction part, including the origin, significance of paper, review the research of official social organization; The second chapter mainly describes the present situation of China’s official social organization include characteristic, function, etc.; The third chapter is base on the second chapter, introduce the condition of china red cross to further analyses the official social organization’s problems and challenges in the new period; The fourth chapter discuss the problem of transformation of Chinese official social organization and how to promote transformation; The fifth chapter is the suggestion chapter, raise some strategies to promote official organizations’ transformation in new period.
