The Research Of Urban Gas With Government Safety Supervision

Urban gas is an important part of urban critical infrastructure,just like water supply,electricity supply etc.With the rapid development of urban construction,urban gas has entered urban inhabitant’s family.However,due to the rapid increase in the number of gas facilities and the number of gas users,there are more and more unsafe factors affecting the safety of gas supply.In recent years,with the number of various types of gas accidents increased,more and more gas explosions and burning accidents which caused more serious consequences and negative social impact were reported online.How does the government as well as the gas industry regulators propose to change the current situation of the accident prone,has become an urgent problem.The present study proposed the problem of government regulation of urban gas industry according to the increased gas accidents.Moreover,the situation and problem of governmental safety supervision for gas in Qingpu District was analyzed.Combined with the successful experience of foreign countries for the safety supervision of urban gas industry,the specific recommendations for the current stage of development of the Shanghai city urban gas industry government safety supervision were proposed: 1)improve the gas industry safety supervision legislation to strengthen and clear the responsibilities of the safety supervision departments,and implement enterprises’ responsibility by deleting the outdated provisions and increasing the applicable provisions in the ‘Shanghai Management Regulations for gas’;2)improve the safety supervision mechanism of gas industry by implementing the responsibilities of various departments,establishing of the joint meeting system,resolving gas safety problem based on the revised regulations;3)strengthen the team construction for gas safety supervision,clear the gas regulators and the staffing and funding of local gas safety and supervision department;4)strengthen the gas safety supervision system,implement enterprise’s main body responsibility strictly,improve supervision and impose tougher penalties on violators,according to the relevant laws and regulations;5)perfect mechanism for government emergency management,clear about investigation department for gas accident and the related follow-up work;6)strengthen publicity and education for community gas safety through different ways,for example,publicize gas safety knowledge into community and school and monitor gas safety inspection work regularly,and suggest Shanghai municipal government add more safety education courses about the safety of power consumption,water consumption and medical aid etc.in the period of compulsory education.
