The global ravages of the COVID-19 pandemic are testing governments around the world on their ability to govern.In the context of growing political conflict,society’s desire for fairness and justice is increasing exponentially.The outbreak of the COVID-19 pandemic has had an uncertain impact on all established orders.Therefore,this paper applies the Contingency Theory of conflict management research through a documentary approach and analyses data published by the Kenyan government to explore and examine.their position on information disclosure to the public during the COVID-19 pandemic.It also summarizes internal and external factors that potentially affect government positions such as ignoring public sentiments,negative media reports,and public opinions while determining that a policy of disclosing information is necessary for improving levels of governance transparency in dealing with crises.By testing the effectiveness of government information disclosure during the COVID-19 pandemic,citizens can obtain effective and accurate public information.Citizens can become watchdogs of the government,while also calling for the establishment of corresponding mechanisms by the government to safeguard their legitimate supervision rights for timely,comprehensive and correct data.This research can also provide theoretical assistance to other countries in selecting what kind of government communication methods to use in crisis management.
