Research On The Synergetic Optimation Strategy Of Local Archives Public Service In The Context Of Institutional Reform

This is an exploratory study mainly using the theory of government reengineering,new public services and archives pluralism.Taking the reform of local archives as the background,in the context of service-oriented government construction,based on the case study of archives public service in Fuzhou,Jiangxi province,this paper puts forward some synergetic optimation strategy.Firstly,this paper summarizes the previous research achievements in the field of archives public service from the aspects of problems,technology,users,system,governance and synergetic optimation,and initially localizes the theory,method,content and direction of this research.Then,the basic concepts and theories involved in the paper are introduced in detail,and the applicability of the theory is discussed.From the perspective of government reengineering,the paper generally reviews mainly the process of optimizing the relations between the government and political parties,society,market,citizens and the government itself since the reform and opening up.Then,the paper briefly analyzes the synergetic optimation tendency of relations in the archives public field after the reform of local archives institutions in the field of meso-view.It will lay the foundation for the synergetic optimation strategy of Fuzhou archives public service discussed below.Then,the paper generally describes archives public service before the reform of the archives organization in Fuzhou City,Jiangxi Province,and then evaluates problems in detail.Based on the theory of government reengineering and new public service,using the strategy management tool of McKinsey 7S model,the paper analyzes the actual problems,weak links and deep causes in the field of archives public service in Fuzhou.With the help of the social environment analysis method,the characteristics of Fuzhou’s social environment in terms of culture,tourism,ecology,agriculture,education and population are focused and analyzed.On the basis of the reorganization of the archives institutions in Fuzhou city,this paper puts forward the strategies of synergetic optimation of the supply side and cross-domain cooperation,so as to improve the effectiveness,efficiency and benefits of local archives public service through supply and demand coordination and cross-boundary coordination.Finally,on the basis of summing up the whole text,it provides some ideas and suggestions for further deepening the reform of archives public domain.
