The Construction Of Rural Cultural Hall From Official Incentive Perspective

In order to speed up the construction of cultural Zhejiang and continuously meet the growing needs of the peasants,Zhejiang Province has proposed the “Leading Ten thousand Cultural Hall” project.There are about 3,000 new rural cultural halls in 2019.The cultural hall has become the main position to enrich rural culture and promote rural revitalization,and has become the spiritual home of the peasant masses in the new period.At present,the construction of cultural hall is gradually being fully popularized.There are cases with outstanding achievements in the construction and use of cultural hall.While strengthening their own construction,they also play the role of the spiritual home of cultural hall,uniting surrounding villagers and enriching Life has improved the level of civilization of the villagers.In the process of construction,management,and use,we also found common problems.First,the construction model is the same;second,the management level is limited;third,the frequency of use is not high;fourth,the system is not standardized;and fifth,there are many problems such as limited role.Judging from the current progress of the construction of the cultural hall,it is completely government-led,grassroots officials play a major role in promoting the construction of cultural halls,and the construction of cultural halls is also included in the government assessment system.The poor guidance and management of the construction of rural cultural halls by government officials has a direct impact on the effectiveness of cultural halls.This article studies the current construction of rural cultural hall from the perspective of official incentives.Based on the pressure system theory,official promotion championships,and achievement incentive theory,the current cultural hall analysis is deduced into three types: task-driven construction,achievement-driven construction and honor-driven construction.According to these three types,the cultural hall will be built as a task,an achievement project,a people's livelihood project.By studying the driving factors of officials building cultural halls,analyzing the advantages and disadvantages of building cultural halls under different driving conditions,and comprehensively comparing the actual effectiveness,I hope to help promote cultural halls.Therefore,at the present stage of promoting the full coverage of the cultural hall,the research of this perspective has practical significance for better playing the role of the cultural hall.For each type,the author selected three samples from the cultural halls in Huangyan District of Taizhou City,Jiangkou Sub-district Daitou Village Cultural Hall,Gaoqiao Sub-district Xiapuzheng Village Cultural Hall,and Nancheng Sub-district Shanqian Village Cultural Hall.Task-driven,achievement-driven,and honor-driven,the three types of incentives have different dominance under different conditions.Most of the cultural halls under construction at this stage are task-driven constructions.Task-driven is the leading driving force and the basic guarantee for the construction and operation of cultural halls.Culturalhalls driven by achievements or honors are developed on a task-driven basis,and are converted under certain conditions.One of the factors that promotes conversion is the incentive factor.Achievement-driven and honor-driven are specific conditions that require attention,financial support,and cultural heritage.Only when these conditions are fully met can results be achieved,so the reproducibility is poor.This article uses literature research methods,comparative research methods,case analysis methods,interview methods and other research methods.The full text is divided into six parts.The first part is the introduction;the second part is the theoretical basis and analysis framework;the third part is an overview of the construction of rural cultural halls in Huangyan District,Taizhou City;the fourth part is the construction of cultural halls under the incentive background of different officials;the fifth Part is the analysis and reflection on the construction of cultural hall under the difference of officials' incentives;the sixth part is the conclusion.
