Study On Socialization Of Public Cultural Service In Cangnan County

Building a public cultural service system,ensuring the basic cultural rights and interests of the people,and constantly meeting the growing cultural needs of the people are important contents of the government's public cultural service function.For a long time,because of its public welfare and non-profit nature,public cultural services have been "taken over" by the government,but with the continuous development of market economy,the "government failure" in the public cultural field brought about by inefficient supply,low service quality,serious financial crisis and many other drawbacks gradually revealed.In the 1980 s,a wave of government reform led by the new public administration in the world produced a demonstration effect on the administrative reform of our country.The demand for deregulation and breaking of monopoly is rising day by day.The concept of socialization of public service began to permeate the field of public cultural service.Cangnan county,known as "south gate of zhejiang ",is currently in the key period of establishing demonstration area of national public cultural service system.Through further improving the construction of public cultural service facilities,strengthening the innovative brand of public cultural services and promoting the improvement of quality and efficiency of public cultural services,Cangnan will steadily promote the creation of various work,and by 2020,it will build a modern public cultural service system with Cangnan characteristics that covers urban and rural areas,is efficient and convenient,has a sound network and is efficient and convenient.Cangnan is the pioneer of Zhejiang's early exploration of "social forces run culture ",and the concept of creating and sharing advocated by it makes the construction of public cultural service system have greater support,more competitive and vitality in the market.Based on this,the article takes Cangnan county public cultural service socialization exploration practice as the research object is more typical significance.Based on the new public management theory,multi-center governance theory,principal-agent theory and Cangnan field case,the research content can be divided into six parts.The first part makes a brief presentation on the background,purpose and significance of the research topic of socialization of public cultural services in Cangnan County,and puts forward the research ideas,methods and innovations by summarizing the research trends at home and abroad.The second part mainly analyzes the core concepts involved in the articles such as public cultural service and socialization of public cultural service,and the concept leads us to explore.The third part,combining with the development of socialization of Cangnan public cultural service,combs the cases,and emphatically analyzes four typical explorations in practice,such as reforming the corporate governance reform of county public cultural institutions,government purchasing service," government guiding public autonomy " mode and " government building Taiwan folk crowdfunding " mode.Part four and part five respectively analyze the problems and causes of the problems in the exploration of socialization of public service in Cangnan County.Through the research,in the process of promoting the socialization of public cultural services,the lack of specialized policies for social and cultural organizations,the dependence of traditional management system path restrict the development of social forces,and the insufficient role of market hinder the social capital to enter the public cultural service field and public cultural service socialization supervision and evaluation mechanism.The sixth part is aimed at the existing problems,combined with the work being carried out and about to be carried out in Cangnan County,this paper puts forward some strategic suggestions for Cangnan County to promote the socialization of public cultural services from four angles: perfecting the policy guarantee system,accelerating the transformation of government functions,introducing market competition mechanism and perfecting the supervision and evaluation mechanism of project operation process.
