The U.S.Code Title 22(Foreign Relations and Intercourse)provides principles and rules on the foreign assistance of the U.S.government.Foreign assistance is an integral part of the diplomatic policy of the United States and it also serves as a tool to achieve its goals in the politics,economy and culture.In recent years,China has become an important provider of foreign assistance.Though the number of recipient countries of China's assistance is increasing and the influence is growing,legislation in this area remains inadequate.The translation of the source text would be instructive for improving the legislation related to foreign assistance in China.This report consists of five part——task description,translation theories and strategies,process description,case study and conclusion.The author firstly analyzes the features of the source text and concludes that the ST is a legislative text which is highly prescriptive.For its fossilized words and phrases used,the static equivalence has been proposed as a guiding theory in the translation practice.In case study,the author mainly illustrated the translation at the lexical,syntactic and textual level.In accordance with the accuracy and preciseness that the static equivalence requires,the author has discussed the translation of main modal verbs and the way to search for equivalents in the ST.At the syntactic level,the translation of provisos and long and complex sentence have been explored.At the textual level,the consistency in translating coherence units in the ST has been detailed.And the author suggests that translators should provide the latest information by using footnotes in legal translation to retain the integrity of message and the readability of TT.It is expected that the strategies and methods provided in this report could make some contribution to the Chinese translation of legal texts.
