‘International environmental justice' has taken shape in the 1970s and 1980s,and achieved rapid development in the 1990s.It was born out of the environmental movement of the United States and matured with the continuous development of modern environmental movements.Faced with the prominent contradiction between environment and development,mankind urgently needs the 'international environmental justice' theory to cope with the global ecological crisis and promote the overall progress of humanity towards sustainable development.If 'justice' is a concept of 'goodness',then 'environmental justice' is a concept of‘class justice'.As the 'class justice',environmental justice embodies the principles of class,equality,compensation,universality and sustainability,and includes the three contents of intragenerational justice,intergenerational justice and inter-ethnic justice.International environmental justice is the product of the internationalization of environmental justice in the era of globalization.It is the environmental internal justice at the international level.It comes from traditional environmental ethics and therefore has a profound ethical connotation.International environmental justice is not only a social justice,an environmental justice,but also an international environmental order.Locke's liberalism,Bentham's utilitarian doctrine and Rawls's doctrine of justice are profound international environmental justice.Theoretical origins.On the basis of in-depth analysis of the connotation of international environmental justice theory,it analyzes the problem of environmental injustice in the current international society,combines theory with practice,and proposes solutions.Today,international environmental justice is suffering from the uneven distribution of international environmental resources,the transfer of international environmental pollution,the unequal international environmental rights and obligations,and the unfair practices of the international environmental system.The contradiction between the finiteness of resources and the infinity of human needs,the contradiction between the imbalance of political and economic development among sovereign states,the contradiction between environmental hegemonism in developed countries and environmental justice in developing countries,the contradiction between anthropocentrism and sustainable development It is the root of the plight of international environmental justice practice.These practical dilemmas have further brought about a series of adverse effects such as waste of environmental resources,deterioration of living environment,connivance of ecological hegemony,combating environmental movements,triggering international disputes,and impeding ecological cooperation.It is urgent to solve the practical problems of international environmental justice.Therefore,the participants in international environmental justice,that is,the sovereign countries of the world should adopt positive ethical countermeasures,establish a clear sense of sovereignty,focus on promoting international exchanges and ecological cooperation,and commit to establishing a fair and rational new international environmental order.The continuous advancement of international environmental justice will help alleviate international environmental disputes and promote international environmental cooperation.It has important theoretical and practical significance for coping with ecological crisis and promoting global ecological civilization construction and human destiny community construction.
