The independent environmental justice movement has caused uproar in the world, fromthe civil rights movement to environmental movement, then the environmental justicemovement which was later officially proposed. Its development and implementation hasbecome a new concept of environmental ethics problems. The early American environmentaljustice movements show that the environmental problem reports not only natural relations ofdisorders, but more and more social relations between people of disorders. This has becomethe important reasons for the environment. Although the United States environmental justicemovement mainly focused on the issues in waste treatment or minority of issues, it has beenable to reflect "environmental justice" basic connotation: that is in the emphasis that peopleshould eliminate the environment caused by the broken ring behavior, we must ensure all thepeople’s basic rights to self-determination and is also one of the important environmentalprotection dimension.Based on the rightful acts under the background, this paper discusses Peter s. wen’s"the environmental justice theory" in order to combine the ecological theory and justicetheory for environmental justice’s production, the construction, the ideological basis, basicand evaluation, and the practical way to make the comprehensive and systematic research.The "environmental justice" introduces the basis for the study on present situation, methods,and make brief revision. The first chapter focuses on specific environmental justicebackground, the development of environmental justice movement process and what is goodand what is environmental justice? The second part introduces the logical starting point forenvironmental justice. For the lack of environmental resources, environmental injustice andscarce "public tragedy of the Commons “occur. If only making certain agreement it willsolve injustice problem. The third part discusses environmental interests’ distribution justicetheory. This paper made corresponding expounds and instructions in the face of the burden ofthe existing distribution justice and interest behavior and decision making, moral justice andthe intergenerational justice and the human and the human justice; The big influence on it isthe rawls "justice theory". The fourth part is the concentric circle theory’s temperature, which is the main way to solve the environmental justice, mainly from the concentric circle theory;the theoretical construction, forms, ideas and application theory in every concentric circles ofjustice are embodied in the different aspects. The fifth part evaluates watts`thought ofenvironmental justice. Some scholars thought the question’s temperature, temperatureresponse to watts, with the concentric circle theory proving everything, but show again thatconcentric circle theory is not everything, there will still have many difficulties, it currentlymade no solutions facing the dilemma, but had a clear goal facing the challenges of the future.In Part6, environmental justice theory combined with contemporary civilization constructionthrough the circular economy, environmental safety and environmental education from theenvironment theory of Watts.Environmental justice issues not only extend the relationship between man and nature ofthe new pattern of change, but also symbolize the ecological crisis reasons and the solutionand the deepening of reflection.
