Research On Environmental Justice In China's Forest Ecological Compensation

Environmental justice emerged in the western environmental movement in the 20 th century,it's an important part of the modern environmental ethics process.At present,due to the prominent environmental problems,environmental justice emphasizes that people not only have the right to use natural resources,but also assume the responsibility and obligation to protect the environment,which has been widely recognized by the society.As an important part of contemporary ecological civilization construction,China's forest ecological compensation policy is designed to balance environmental interests and environmental responsibilities in the process of forest protection and development.However,in reality,there are still many problems to be solved in the practice of forest ecological compensation,and environmental justice provides a new way of thinking for solving these problems.This paper explores the environmental justice problem in China's forest ecological compensation through the combination of theory and demonstration.And this paper is composed of the following five parts.First,it analyzes the basic meaning of environmental justice and forest ecological compensation,then expounds and proves that environmental justice is the value pursuit of forest ecological compensation.Second,from the two basic dimensions of the distributive justice and the recognition of justice in environmental justice,this paper analyzes the current situation of environmental injustice and its root causes in the practice of forest ecological compensation in China.Third,it summarizes the lack of environmental justice in the practice of forest ecological compensation in China.On the one hand,the non-recognition and distorted recognition has caused the unfair distribution of environmental interests and environmental responsibilities between people and regions.On the other hand,the injustices between people directly lead to the injustice between humankind and nature.The distributive justice and the recognition of justice cannot alone exhaust the connotation of environmental justice,nor can it be used alone to solve the environmental problems.It is necessary to construct a complex environmental justice view from recognition to distribution.Fourth,According to the complex environmental justice view,this paper puts forward corresponding suggestions to improve the policy of forest ecological compensation in China.In practice,we should establish a pluralistic environmental responsibility mechanism,recognize the human dignity and the value of forests,and coordinate and distribute different appeals of different subjects.Fifth,environmental justice can not only be applied to specific forest ecological compensation practices,but also can be applied to forest ethics governance and contemporary ecological environment governance.Therefore,in this paper,the most innovative idea is that different from traditional justice research paradigm from distribution to recognition in a single dimension.And the reasonable research on environmental justice should be made from the recognition to the distribution transition.This means that the transition from value cognition to the practice operation.Therefore,the concept of compound environmental justice requires the principle of deepening the distributive justice from the aspects of the equal distribution of interests and responsibilities and the maintenance of the fairness of natural rights.In addition,in order to deepen the recognition of justice,we should recognize multiple subjects,natural values and environmental problems.Ecological environmental governance should be based on the recognition of justice,and then the distributive justice is the main contents.At the same time,we believe that fair and equitable distribution should be made on the basis of recognition of dignity and value.In a word,it is a great significance to analyze the forest ecological compensation in China based on environmental justice.Theoretically,it has enriched the theoretical basis of forest ecological compensation research.Moreover,it's also a useful exploration of environmental ethics,and it has expanded the research methods of environmental justice.In practice,to explore the root causes of environmental injustice in forest ecological compensation which can help maintain the long-term and sustainable development of forest ecosystem.It can also help people to think about environmental issues from the perspective of environmental justice.At the same time,it can provide valuable Suggestions for the construction of ecological civilization in China.
