Since the reform and opening up,with the sustained development of China’s economic and social construction,the people’s living standards have been greatly improved,the demand for cultural and artistic products has been increasing,and the cultural industry has developed vigorously.Culture,art and related industries have become a highlight of China’s economic growth and play an increasingly important role in promoting economic development and optimizing economic structure.As an important part of cultural industry,art market plays an increasingly important role in promoting the development of local culture and enhancing the influence of urban culture.Generally speaking,market allocation and government allocation are two main allocation modes of social resources.Under market economy conditions,the market should play a fundamental and decisive role in resource allocation.However,in practice,due to the imperfection of market allocation resources,market failure inevitably exists in all industries.。 The artwork industry,which is gradually derived from artistic creation,also has the problem of market failure.At this time,the government should play a certain role to ensure the rational allocation of resources.At the same time,artwork itself has the dual nature of market attribute and ideological attribute,which requires that the social benefits brought by the art market must be taken into account while promoting the development of the art market.This determines that the decisive role of the market should be played and the policy tools should be fully utilized.In recent years,the theory of policy tools has gradually developed into a research hotspot in the field of policy science,and more and more scholars have used it to analyze and solve the problems of policy formulation,policy implementation and policy failure.Based on the research field of policy tools,this paper divides the policy tools to promote the development of art market into mandatory,voluntary and mixed according to the degree of government intervention.This paper summarizes the use of policy tools of Guangzhou Municipal Government to promote the development of art market,using three research methods: documentation,observation and interview.It is found that there are three major problems in the use of policy tools to promote the development of art market in Guangzhou: low direct supply efficiency of mandatory policy tools,lagging development of voluntary policy tools in industry associations,and hidden dangers in financial subsidies of mixed policy tools.The inertia thinking,the disconnection between the salary system of public institutions and the market,the lack of thorough disconnection between trade associations and the government,the lack of prior supervision mechanism for financial subsidies;finally,the paper proposes to accelerate the transformation of government functions,establish incentive mechanism,strengthen the influence of social organizations,promote the disconnection between trade associations and the government,and improve financial subsidies.In order to provide useful reference for Guangzhou or other local governments in using art market policy tools,the system and the optimization suggestions of giving full play to the role of the foundation are put forward. |
