After the Japanese raid on Pearl Harbor,President Roosevelt issued Executive Order 9066,which authorized the Secretary of War and designated military commanders to control the Japanese population on the west coast of the United States with the aim of protecting the national security and eliminating espionage and sabotage activities on the West Coast of the United States.The Department of War and the army set up military areas along the West Coast and imposed a curfew order in designated areas.Soon,controls were raised to the relocation and internment of Japanese ancestry from the west coast to designated temporary congregations and relocations.This action has harmed the lives and property of many innocent Japanese-Americans.During that time,the U.S.government also prosecuted and arrested many Japanese-Americans for violating control orders.Over the next 40 years,Japanese-Americans sued the U.S.government to have their convictions overturned.In this battle,many American racial problems,administrative efficiency problems,constitutional power problems are exposed.This paper first summarizes the historical context of Executive Order 9066 and its regulatory actions,and shows the attitude of the government and the military towards national security and civil rights.Secondly,it combed through the two large-scale appeals of Japanese-Americans,and tried to find out the public opinion at that time and the reason why the court supported such behavior against the spirit of American freedom and democracy from the arguments between the plaintiff and the defendant and the opinions of the court.Ascertained this process,the paper try to find out some loopholes of the American legal system at that time.
