| In December 1941,Japan’s surprise attack on the US naval base in Pearl Harbor sparked a local anti-japanese unrest. After consultation with the forces of the military and the Ministry of Justice,President Roosevelt issued executive order 9066 in February 1942,authorizing the military to take measures against "disloyal" citizens by moving them from the west coast of the United States and other areas to designated places for residential surveillance. However,it was not until 1945 that the us government officially announced the lifting of the internment and west coast exclusion order, and successively closed the resettlement centers, and the Japanese people were reintegrated into the American society. This paper focuses on the whole development process of the internment of Japanese, and the role of the wartime chief Roosevelt in the internment of Japanese,so as to objectively analyze and judge Roosevelt’s significant historical action in this event. This thesis includes introduction, text, conclusion, notes, references and appendix. The text consists of five parts. The first chapter mainly expounds the social situation of Japanese in the United States. The second chapter mainly expounds the shaping and changing process of Roosevelt’s diplomatic thoughts, which is partly based on the overall perception of Japanese people in American society,as well as the views of Roosevelt’s family and individuals towards Japan and Japanese people. The third chapter mainly elaborates the whole process of making the policy of internment, including the proposal and making of the evacuation plan, and highlights Roosevelt’s performance in this process. The fourth chapter expounds the whole process from the execution to the end of the internment of Japanese people, and through the change of President Roosevelt’s attitude in the whole process,it shows his psychological characteristics under a specific background. The last chapter discusses the influence of internment on Japanese, and analyzes and comments on the historical event and the responsible body.As the highest decision-maker in the extraordinary period,President Roosevelt’s personal thought and position played an extremely important role in this event,so it seems that he should also bear the corresponding historical responsibility. This paper concludes that the internment incident brought great harm to the Japanese, and extended the diplomatic relations between the United States and Japan to the United States under the international background, resulting in regrettable results. But it was also a turning point for the Japanese, accelerating their integration into American society. As the highest decision-maker in the extraordinary period,President Roosevelt’s personal thought and position played an extremely important role in this event,so it seems that he should also bear the corresponding historical responsibility. |
