With a history of more than 2,000 years,the maritime silk road is a magnificent jade belt in the history of human civilization.It has made outstanding contributions to China’s foreign trade,cultural exchanges and technology dissemination.It has left behind a number of valuable cultural heritage.The public nature of the cultural heritage of the maritime silk road determines the government’s duty to protect it.However,in the process of urban development,the contradiction between the protection and development of the maritime silk road cultural heritage along the city highlights.Some ancient cultural relics,ancient ports,folk arts and crafts,folk culture and other material and intangible cultural heritage have been damaged and lost to varying degrees.Therefore,how to clarify the government’s responsibilities in the protection of cultural heritage along the maritime silk road as a whole is an urgent problem for local governments along the maritime silk road.It has certain practical and theoretical significance for retaining historical memory,enhancing people’s cultural self-confidence and promoting the modernization of local government governance ability.Zhangzhou,as the only legitimate port of departure of the maritime silk road in the middle and late Ming Dynasty,contains rich cultural heritage of the maritime silk road,and is one of the preparatory cities for the "application for heritage of the maritime silk road",it is not only an important node city in Fujian section of the maritime silk road,but also an important contribution to the prosperity of trade and cultural exchange of the maritime silk road.Therefore,choosing Zhangzhou as the research area of this paper has certain representativeness and typicality.Based on the theory of service-oriented government and the theory of holistic governance,this paper investigates the protection of cultural heritage of Zhangzhou maritime silk road by means of questionnaire,semi-structured interview and literature research.According to the investigation,zhangzhou has achieved certain results in the establishment of institutions,the formulation of laws and regulations,protection and publicity work,but there are still problems of ineffective government accountability,for example,local "binding" application for the world heritage list becomes the "competition" between localgovernments,the contradiction between protection and utilization is highlighted,the protection work is not effective enough,and the participation of multiple subjects is insufficient.The main reasons are that the top-level design is not standardized,the management system is not sound,the protection work is not implemented in place,and the supervision and participation mechanism is not sound.Therefore,in order to implement the government’s responsibility of zhangzhou city in the protection of the cultural heritage of the maritime silk road,we must establish a scientific concept,improve the top-level design.Optimize management organization,perfect management system;Implement the protection work and strengthen the enforcement;We will guide diverse participation and build a mechanism for oversight.
