Since the Opium war in 1840,western powers came across the sea,deepening the crisis of the Chinese nation.The foreign anti-aggression wars ended in failure one after another,especially the Sino-French marine-jianghai war and the Sino-Japanese war exposed the lack of awareness of coastal defense of the Qing government.In order to save the nation,some men of vision began to think about strengthening the construction of coastal defense,building a navy and training naval talents,among which Yan Fu was an outstanding representative.Yan Fu drew lessons from the reasonable part of the thought of coastal defense in China after the mid-19 th century,drew lessons from the Sino-Japanese war of 1891-1895 and the Russo war,and gradually formed his idea of maritime rights on the basis of his own unique shipping education background.After studying and analyzing the development history of sea power in Greece,Britain,the Netherlands,France,Russia,Japan and other countries,he believed that sea power was of vital importance to the country,and strengthening sea power could obtain the double benefits of "the good policy for the country to control the land and the people to benefit from the sea".In the draft of Yang,the acting minister of BeiYang,who planned to prepare for the navy,Yan Fu systematically expounded his idea of creating sea power.He believed that strengthening sea power should not only increase land defence and eliminate internal bandits,but also play the role of expatriates and unite other countries.In addition,we should pay attention to the effectiveness of military orders and the prevention of spies.In practice,he suggested that the training of naval personnel,the construction of military base areas and the financing of funds should be immediately addressed.Yan Fu's thought of sea rights is a milestone of the transition from traditional coastal defense to modern sea rights,and occupies an important position in the history of the development of sea rights,laying the theoretical foundation of modern sea rights.
