Gene technology was developed in the 1980s,when human successfully used it to decipher the genetic code and recognized the role of genes in human genetic traits, which further enhanced human’s understanding of life.Since then,gene-based scientific research has become the topic of both biological and social sciences, and screening and modifying genes has become a reality. With the rapid development of gene technology, the third generation of gene editing technology based on CRISPR/Cas9 has emerged. It is considered to be one of the greatest scientific discoveries in the 21st century, enabling human to substantively intervene life at the molecular level for the first time.Human embryonic gene editing technology is an emerging biological technology. While possessing enormous potentials for technological development and market application,it has an impact on the current moral concepts and value system of human beings, which arouses widespread social disputes. Therefore,it is necessary to consider how to strike a balance between biological research and social ethics,so as to achieve an integration of technological value and social value. The thesis first elaborates on the concept, current development and future trends of human embryonic gene editing technology. Then it discusses the ethical issues raised by human embryonic gene editing technology and analyzes the causes. Finally,it introduces the concept of“responsible innovation”for analyzing the solution to ethical issues raised by human embryonic gene editing technology, and proposes corresponding countermeasures according to the four dimensions of the responsible innovation action framework,in the hope of providing a new perspective and path for effectively solving ethical issues raised by human embryonic gene editing technology.
