Research On Improving The Efficiency Of Public Cultural Services At Township Comprehensive Cultural Stations ——From The Perspective Of The "Three Circles Theory"

Rural cultural revitalization is the soul of rural revitalization,and comprehensive cultural stations in towns and townships are the "last kilometer" to open up public cultural services in rural areas.Under the background of rural revitalization,the state has continuously increased the investment in comprehensive cultural stations in towns and townships,but the cultural service efficiency has not been significantly improved,especially in the economically underdeveloped northwest region.In this context,through field visits,observations and semi-structured interviews,the comprehensive cultural stations of Townships in Wuying Town were investigated and found that the investment of township comprehensive cultural stations in the area was increasing,but the output of cultural activities was limited,the participation rate of the masses was low,and the overall service efficiency was low.Therefore,the "ThreeCircle Theory" is taken as the theoretical analysis framework to deeply analyze the causes of low efficiency.The results show that in the value circle,the construction motivation is insufficient due to the influence of the government’s "supply" leading and the dual management system of cultural stations.The people’s subjective thought is weak,and there is a contradiction between the strong willingness to participate and the unwillingness to express their demands.Under the dual role,the public value of the township comprehensive cultural station deviates.In the circle of capacity,the public budget of the grass-roots government is insufficient and the capacity is limited,and the township comprehensive cultural stations are facing difficulties in terms of personnel,funds,materials and other aspects;in addition,the local high-quality folk culture and intangible cultural heritage have not been utilized,and the public cultural service capabilities of the township cultural stations are limited.Circle of support,under pressure system and the individual preferences of township leaders,affected by insufficient support for township leaders;Local folk cultural organizations and cultural talents are active,but cultural organizations are inherently stunted,lack of stamina,lack of official identity and motivation,low enthusiasm,difficulty in embedding social forces,and difficult to obtain support as a whole.Under the combined effect of multiple factors,the efficiency of public cultural services in township comprehensive cultural stations has not been significantly improved.Wuying Township Comprehensive Cultural Station is the epitome of the development of many township comprehensive cultural stations in the northwest region,in the face of ineffective input,limited output of cultural activities,low participation rate of the public,low efficiency of public cultural services,we should be guided by the needs of the people,reshape public values;take regional resources as the advantage,improve the implementation capacity;rely on non-governmental forces,and obtain wide support.Diversified synergy and multiple measures are taken simultaneously to provide public cultural services with regional characteristics and improve the service efficiency of township comprehensive cultural stations.
