Language is related to many important issues such as politics,economy,culture,education and diplomacy of a country as a kind of culture capital and a strategic resources.Therefore,the study of language education is also involve with the theory and practice of pedagogy,sociology and linguistics.Language education policy serves the ultimate goal of language teaching and social development in the future by standardizing the opportunities and ways of language education and the evaluation system.The United States is one of the countries with the richest linguistic resources in the world.For the Native Americans,the development of their language education policy has gone through twists and turns.It is worth studying how the American government can solve the problem of language education faced by American Indians as a multi-lingual and multi-ethnic country by constantly modifying their language education policies,and at the same time ensure fair educational opportunities for the whole society to maintain national stability.There are many similarities between China and the United States.Our two countries are facing the same enormous challenges.We are looking for an effective way to embrace multi-cultures and respect cultural diversity while maintaining social stability and unity and achieving social harmony and coexistence.This study is expected to provide some inspiration for the smooth development of bilingual education in China and the formulation of bilingual education policies for ethnic minorities in line with China's national conditions by analyzing the environmental factors in the development of American Indian language education policies.This dissertation is divided into five parts.The introduction part mainly introduces the reasons for choosing this topic,the significance of the research and the current research situation of domestic and abroad.Chapter one defines the basic concepts and theoretical basis of the study,mainly elaborates the two theoretical foundations and constructs the analytical framework of this study,and demonstrates the feasibility of the analytical framework.Chapter two bases itself on the content of the Indian language education policy text and combines the policy with the qualitative analysis method.The process of formulation is analyzed,which mainly divides the evolution of Indian language education policy into four stages.Chapter three analyses the development of Indian language education policy from the perspective of environmental factors from both external and internal environments.Chapter four summarizes the environmental characteristics of Indian language education policy development,and discusses the importance of environment factors in the formulation of bilingual education policy in China.
