As meeting the common needs of all citizens,public culture can not only enrich the spiritual life of the public and guarantee the basic cultural rights of the public,but also continuously enhance the cohesion and centripetal force of the society.In recent years,the construction of public cultural services has attracted more and more attention from the party and the government.It has become an important task during the 13 th five-year plan to build a standardized and equalized modern public cultural service system.However,the current cultural needs of the public are characterized by diversity and dynamics.The quality of public cultural services provided by the government and the satisfaction of the public require us to evaluate the level of public cultural services.Due to the intangible and participatory nature of public cultural services,it is difficult to evaluate the quality of public services by objective indicators.A more effective method is to let the service recipients make evaluation.Since the 1980 s,with the continuous development of new public management movement,the concept of enterprise management gradually be introduced to the government management,the customer is supreme value concept has also been applied to the government management,its emphasis on the government to provide public services should be guided by "the customer",meet the demands of "customers" to "customer satisfaction" as their government public service quality criteria.Therefore,this paper mainly evaluates public cultural services from the perspective of public satisfaction.Previous studies mostly from objective index to evaluate public cultural services,or the public satisfaction as one of the ways,only a small number of scholars put forward from the Angle of public satisfaction evaluation of public cultural services,but due to the understanding of basic concepts and contents of public cultural services,the design index is not comprehensive,system,and design and the lack of objective indicators are mostly out of subjective reasoning,therefore this article in the new public management theory,public choice theory and under the guidance of the theory of customer satisfaction,the combination of quantitative and qualitative methods,through the literature reading,To define the concept of the public cultural services,as well as to the current situation of the construction of public cultural services,designed a set of index system of public satisfaction of public cultural services,select the Wenjiang district of Chengdu as the research area,with the method of questionnaire investigation and research on the Wenjiang area of public cultural services,to factor analysis,using SPSS to obtain the data filter by using the method of objective index,make public factor,after finally build the public cultural facilities,cultural activities,organization and management,personnel security,service effects of five dimensions of 26 indicators of public cultural services,the public satisfaction index system.Using the index system,combining with the survey data of Wenjiang area,in this paper,the Wenjiang public cultural services in the public's overall satisfaction,fractal satisfaction has carried on the analysis,understand the public demand for public cultural service satisfaction and service,at the same time using public satisfaction of population factors on the public cultural services for difference analysis,understand the different characteristics of the groups for the different needs of public cultural services.In public cultural services based on the analysis of the public satisfaction,we summarize the problems existing in the construction of public cultural services,and from equilibrium configuration culture resources,promote the multiple participation,optimizing the organization and management,to strengthen the construction of talent team,to promote public participation in the Angle of the five basic public cultural services promotion strategy for research.
